1. Upgrade service capabilities from level I- 10 beds (old classification) to level I- 50 beds (new classification);
2. Continuous Quality Improvement of all hospital services; and
3. Strengthening of convergence initiatives through inter-local health zone.
FUNCTIONS
CORE FUNCTIONS:
The services of the economic enterprise are all related to hospital operations. As mandated pursuant to Administrative Order No. 12 series of 2012 of the Department of Health, otherwise known as the Rules and Regulations Governing the New Classification of Hospitals, which is used by its Regulations, Licensing and Enforcement Division in granting licence to operate, the hospital has a complete services based on level 1 requirement. These services are as follows:
1. Consulting specialists in: Medicine, Pedia, OB-GYNE and Surgery- means the presence of medical consultants (Trained doctors) on the specific specialization. Medicine is for non-surgery adult medical cases not related to reproductive system of a woman. Pedia is for cases of children 18 years old and below. OB-GYNE are cases related to reproductive system of a woman. Surgery is a case requiring operations. The hospital has the good number of medical specialists on the said major clinical departments.
2. Emergency and Outpatient services- are the gateways of the hospital. Emergency is for the patients who is more critically ill and requires immediate medical management. The outpatient is for patients who needs medical consultation but is not critical.
3. Surgical/maternity facilities-Surgical/maternity facilities are the operating room, recovery room, delivery room and its amenities.
4. Dental services- services is the hospital services for the cure of any tooth problems.
SUPPORT FUNCTIONS:

5. Isolation Facilities- are the hospital accommodations which will house the contagious cases. It is intended to control the spread of infections.
6. Secondary Clinical Laboratory- is a clinical laboratory facility that offers examinations on Hematology, Urinary-parasitology and Blood Chemistry.
7. Blood Station- Blood station is the capacity of the hospital to store and provide blood to the patients.
8. Secondary level X-ray with mobile. (The requirement is only 1st level) – mobile unit is the availability of 24/7 x-ray services and a mobile x-ray unit that could be used in the operating room without bringing the patient to the x-ray room.
9. Pharmacy-Pharmacy is the store of medicines and medical supplies of the hospital. Among the clinical services that the hospital is offering, the OB-GYNE tops the number patients and clients served. It was followed by Pedia, Medicine and surgery. All required services,
except for dental are also available 24/7, hence, clients are provided with the services needed anytime.
OFFICE MANDATES
The hospital is mandated to cure the infirmed and assist mothers to give birth, whether outpatients or admitted patients. Operation of the hospital is governed by several authorities with various laws and mandates. Initially, it is governed by an old law, Republic Act 4226 otherwise known as the hospital licensure Act which was approved in June 19, 1965. Construction Permit, Registrationand License, Powers and duties of the Licensing Agency, filing of Application for Construction Permit, Licensing Agency and its power and duties, Minimum standards and classification of hospitals among others are defined in the hospital Licensure Act. The law was not amended until now. But there are various laws that governed the different aspects of its operation.
Some of these laws are as follows:
1. The Local Government Code which devolved some hospitals to the Local Government Unit and prescribed its corresponding obligations.
2. Anti-Deposit Law under (RA No. 10932),
3. Hospital Memorandum No. 52. Reiterating and strengthening (Anti-Detention law -RA No.9439), an Act prohibiting the detention of patients in hospitals and medical clinics on grounds of Non-Payment of Hospital bills or Medical Expense.
4. Generics Act (RA No. 6675)- An act to promote, require and ensure the production of an adequate supply, distribution, use and acceptance of drugs and medicines identified by their generic names.
5. Philippine Health Insurance Act and its related laws and policies (RA No. 7875) An Act instituting a national health insurance program for Filipinos and establishing the Philippine health insurance corporation for the purpose.
6. Environmental Laws and Policies
a. Establishing an environmental impact statement system, including other environmental management related measures and for other purposes. (PD1586)
b. RA6969 (Hazardous Waste Generator)
c. RA8749 (Philippine Clean Air Act)
d. An Act of providing for a comprehensive water quality management and for other purpose (RA No. 9275)
e. Fire Code of the Philippines -IRR-RA9514 (“An act establishing a comprehensive Fire Code of the Philippines, repealing Presidential Decree NO. 1185, and for other purposes”
In the local level, the hospital was governed also by some local legislation. Some of these are as follows:
a. Provincial ordinance No. 6 – An ordinance converting the four 94) government hospitals of Compostela Valley Province namely:
1.) CVPH – Montevista,
2.) CVPH- Pantukan,
3.) CVPH-Maragusan,
4.) CVPH-Laak into an Economic Enterprise Health Institutions and provisions for its implementation.
Provincial Ordinance No. 60-2020 under Section 1 -5 and approved on 2nd day of March 2020 at Sangguniang Panlalawigan Session Hall, Nabunturan, Province of Davao de Oro.
Section 3. Renaming of Hospitals- it is hereby ordained that the four (4) provincial hospitals be officially rename as follows:
1. Compostela Valley Provincial Hospital (CVPH) – Laak to DAVAO DE ORO PROVINCIAL HOSPITAL
(DDOPH) – Laak.
2. Compostela Valley Provincial Hospital (CVPH) – Maragusan to DAVAO DE ORO PROVINCIAL HOSPITAL
(DDOPH) – Maragusan.
3. Compostela Valley Provincial Hospital (CVPH) – Montevista to DAVAO DE ORO PROVINCIAL HOSPITAL
(DDOPH) – Montevista.
4. Compostela Valley Provincial Hospital (CVPH) – Pantukan to DAVAO DE ORO PROVINCIAL HOSPITAL
(DDOPH) – Pantukan
Aside from the Provincial Government, there are also various agencies that provide Technical and even administrative policies in the hospitals. These are the Department of Health, Bureau of Fire protection, Environment Management Bureau of the Department of Environment and Natural Resources, and the Philippine health Insurance Corporation and the Municipal Government where the hospitals is located.

SERVICES
A scheme is being institutionalized by the hospital in a form of a survey to client in order to determine the level of satisfaction of the patients as to the delivery of services. Results of Patient satisfaction survey indicate high satisfaction rate on almost all services of the hospital, thus ensuring quality service given.
Aside from compliance of the level I requirements, the hospital has services such as:
1. Ultrasound including availability of OB sinologist- A diagnostic imaging technique will be provided soon as our technical team will be provided a full base training of a new resource portable ultra sound. It is used to create an image of internal body structures such as tendons, muscles, joints, blood vessels and internal organs. Its aim is open to find a source of a disease or to exclude pathology.
2. Orthopaedics – A bone specialist.
3. Nutrition and Dietetics – A hospital services serving problems on nutrition and diets.
4. Medical Records – a deposit of data of the patients.
5. Public Health Program (such as Animal Bite treatment center, family planning, teenage clinic, surgical case finding program).
6. Medical Social Services with Malasakit Center – A hospital services categorizing the patients according to its capacity to pay and giving alternative sources of financial assistance.
7. Philhealth CARES personnel.- A personnel from the Philhealth detailed at the hospital in order to assist patients to become eligible for Philhealth reimbursement.
The major sources of revenue of the hospital are from the Philhealth reimbursements and Medical Assistance Programs under the Malasakit Center. The hospital is implementing equity in delivery of services. For the poor patients, the hospital is fully implementing the No Balance Billing policy of the government. All government enrolled Philhealth members and beneficiaries are guaranteed with zero excess upon discharge. But the hospital still collects charges from financially capable clients based on the categorization of the Medical Social Worker.
HOW THE SERVICES IS MADE OR SERVICES PROVIDED.
The hospital provides services to patients 24/7 observing the highest standards of care. It follows the most recent clinical practice guidelines and innovations and adopts new discoveries and methods in the curative and even preventive health services. The hospital services are given to everyone who need without any discrimination, even to those who could not pay. There are two entry points for the hospital services, the outpatient department and the emergency room.
The entrance of the consulting specialists of the hospital is either the Outpatient Department or the Emergency Department. There, the patient shall be given the medical treatment service where a patient presents himself/herself, either by their own means or by ambulance. Patient’s needs are attended through the triage system by assessing patient from urgent, emergent and non-emergent cases and takes Vital signs as baseline data. Physician on Duty will provide comprehensive medical history and physical examination of the patient and provides either of the following dispositions; discharge, referred or admission. The Nurse on Duty performs dependent and independent nursing procedure, assist and carry-out Doctor’s order before disposition.
Once the patient is admitted, the hospital shall identify where among the major clinical department the patient shall be accommodated, e.g. Medicine, Pedia, OB-GYNE, and Surgery. The hospital is providing all the patients’ needs; such as medicines, medical supplies, diagnostics, accommodations, foods and others. The hospital also provides the facilities, equipment and personnel for the patient. The hospital personnel manage the case and take care of the patients until they are discharged.
PUBLIC HEALTH UNIT
This provides promotive and preventive measures through various health programs in consonance with the DOH and other national agencies. The functions to strengthen theimplementation of Universal Health Care Law and to promote Public Health Unit programs such as:
