The Provincial Veterinary Office is a dynamic regulatory and development agency providing responsive veterinary and husbandry services for the welfare and growth of the livestock and poultry sectors and for the protection of the general public.

To provide effective veterinary services in order to improve and sustain the animal industry, as well as, to protect the general public against the risk of animal-borne diseases.

The Provincial Veterinary Office is mandated to perform the following functions as provided pursuant to Republic Act 7160 otherwise known as the “Local Government Code of 1991” under Title Four Chapter I, Article I9 and Section 489.

1. Formulate measures for the consideration of the Sanggunian, and provide technical assistance and support to the governor, in carrying out measures to ensure the delivery of basic services and provision of adequate facilities pursuant to Section 17 of R.A 7160;

2. Develop plans and strategies and upon approval thereof by the governor, implement the same, particularly those which have to do with veterinary related activities which the governor is empowered to implement and which the Sanggunian is empowered to provide for under this code;

3. In Addition to the foregoing duties and functions the office shall:
  I. Advise the governor as the case may be, on all matters pertaining to the slaughter of animals for human consumption and the regulation of slaughterhouses;
 II. Regulate the keeping of domestic animals;
 III. Regulate and inspect poultry, milk and dairy products for public consumption;
 IV. Enforce all laws and regulations for the prevention of cruelty to animals; and
 V. Take the necessary measures to eradicate, prevent or cure all forms of animal diseases.

4. Be in the frontline of veterinary related activities, such as in the outbreak of highly-contagious and deadly diseases, and in situations resulting in the depletion of animals for work and human consumption, particularly those arising from and in the aftermath of man-made and natural disasters and calamities;

5. Recommend to the sanggunian and advise the governor or mayor as the case may be, on all other matters relative to veterinary services, which will increase the number and improve the quality of livestock, poultry and other domestic animals used for work of human consumption; and

6. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Regulatory Function
 - Control of epidemic diseases
 - Control of the shipment and the certification of animals
 - Inspection of the quality and of true labelling of drugs and vaccines
 - Inspection of meat and other livestock products

Production and Extension Function
 -Supervision of production, breeding centers and quarantine premises
 -Distribution of production input, breeding stocks and other materials
 -Improvement or upgrading of stocks

Support Functions

The office is one with other executive departments in securing food sufficiency and in the improvement of economic and social sector especially in specifically the offices of Provincial Agriculturist, Provincial Environment and Natural Resources, Provincial Administrative Office-Tourism Division, Provincial Health Office, Provincial Social Welfare Development.

Strategic Functions

The veterinary functions were devolved to the local government units as stipulated in the Local Government Code of 1991 (RA 7160), the Provincial Veterinary Office delivers its basic services province-wide in collaboration with the national agencies.These line agencies have parallel endeavor with the thrust and priorities of the province for the animal industry, thus the office commits to link to these offices and work hand in hand for the progress of the stakeholders. Periodically, the office submits report, conducts field activity, delivers extension services, disease surveillance, and attends meeting or planning workshop to the following to the following offices-Department of Agriculture (DA) and its Regional Field Office XI, National Meat Inspection Services, Bureau of Animal Health Services, Philippine Carabao Center and National Dairy Authority.
