MANDATE & FUNCTIONS
A. Supervising Labor & Employment Officer
1. Supervise the activities and performance of the personnel in the division;
2. Provide Labor Market Information services;
3. Provide referral and placement services for local and overseas as well as private and public
employment in accordance with existing policies, rules and regulations;
4. Provide career advocacy and employment coaching services;
5. Facilitate the implementation/provision of livelihood and self-employment programs and
services;
6. Coordinate with concerned national line agencies in providing re-integration assistance
services to returning Overseas Filipino Workers (OFW);
7. Implement the special programs of DOLE such as SPES, GIP and other programs as may be
introduced by the management;
8. Prepare and submit to the Sanggunian or Council through the LGU Committee on Labor and
Employment, an annual employment plan and corresponding budget requirements including
other regular funding sources and budgetary support to PESO;
9. Coordinate and promote adoption of enrolled youth work programs such as SPES and GIP;
10. Perform other analogous programs or activities developed by the DOLE to enhance
provision of employment assistance to clients such as Job Fairs, Special Recruitment
Activities and Livelihood/employment bazaars;
11. Submit monthly report to the Department of Labor and Employment;
12. Perform other related duties assigned by the Supervisor.
B. Senior Labor & Employment Officer
1. Supervise the activities and performance of the personnel in the section;
2. Market and promote its services, though all forms of media, to all its labor market clients;
3. Generate and maintain updated list of skill registry as well as information on licensed or
legitimate private employment agencies and recruiters for local and overseas employment;
4. Undertake active sourcing of job vacancies;
5. Refer to job seekers for appropriate employment assistance and monitor the result of such
referrals;
6. Assist guidance counselors and advocates in the conduct of career guidance to students at
the secondary level;
7. Implement the following programs on/for: Special Program for Employment of Students
(SPES); Government Internship Program (GIP); and Persons with disabilities and
displaced workers;
8. Conduct pre-employment coaching, including values development and enhancement of
work ethics to prospective local and overseas; and
9. Perform other related duties assigned by the supervisor.
C. Senior Labor and Employment Officer
1. Act as a secretariat to the Technical Education and Skills Development Committee;
2. Facilitate data generation and data banking particularly Skills Map, Industry Profile,
Municipal Skills Priorities, and Tracer Study;
3. Facilitates implementation on community-based training programs;
4. Coordinates Implementation of TVET Scholarship Programs;
5. Coordinates industry linkages in terms of industry-based training programs like the
Kasanayan at Hanapbuhay (KASh) Program and Dual Training System (DTS)
6. Coordinates conduct of Competency Assessment and Certification;
7. Monitoring Technical Vocational Institutions (TVIs) on program registration under
Unified TVET Program Registration and Accreditation System (UTPRAS);
8. Implements Gender and Development (GAD) Programs as integrated in all training
programs;
9. Implement Quality Assurance System;
10. Provide re-integration intervention/assistance to returning OFWs;
11. Perform other related duties assigned by the supervisor.
PROGRAMS, PROJECTS & ACTIVITIES
1. Employment Facilitation
• A process of directing pre-screened job seekers to employers with vacancies matching to their qualifications
2. Statistical Performance Report
• A report displays employment process statistics and system statistics
3. Recruitment • A strategy for employment which brings together the employer and job seekers in one venue
4. Employment and Career Coaching
• Conduct of Pre-Employment coaching and orientation to job seekers. Conduct of career guidance and counselling for graduating students.
5. Government Internship Program (GIP)
• Employment for high school, technical-vocational, or college graduates who wants to pursue a career in public service.
6. TUPAD (Tulong Panghanapbuhay to Disadvantage/Displaced Worker)
• Employment for displaced individuals affected by different unforeseen natural calamities etc.
7. Overseas Welfare
• Assist and facilitate OFWs thru referrals and counselling
8. Community Skills and Livelihood Training
• A community-based training program to the informal sector for enterprise development.
9. Administrative & Management Support Services
• Strengthening of PESO and CTEC organization by giving support and technical assistance to the 11 municipalities
