August 5, 2022
Nabunturan – Davao de Oro Provincial Administrator Ivan Kleb Ulgasan revealed during the DdO Peace Press Corps Press Conference on July 31 that the improvement of provincial hospital facilities and bringing Capitol services closer to the people are among the top priorities of Governor Engr. Raul Mabanglo’s administration.
“𝑆𝑎 𝑝𝑎𝑔𝑙𝑖𝑏𝑜𝑡 𝑛𝑖 𝐺𝑜𝑣., 𝑝𝑒𝑟𝑠𝑜𝑛𝑎𝑙 𝑛𝑖𝑦𝑎𝑛𝑔 𝑛𝑎𝑘𝑖𝑡𝑎 𝑎𝑛𝑔 𝑘𝑎𝑘𝑢𝑙𝑎𝑛𝑔𝑜𝑛 𝑠𝑎 𝑎𝑡𝑜𝑛𝑔 𝑚𝑔𝑎 𝑝𝑟𝑜𝑣𝑖𝑛𝑐𝑖𝑎𝑙 ℎ𝑜𝑠𝑝𝑖𝑡𝑎𝑙𝑠. 𝑀𝑎𝑜 𝑛𝑎𝑛𝑔 𝑖𝑚𝑚𝑒𝑑𝑖𝑎𝑡𝑒𝑙𝑦, 𝑤ℎ𝑒𝑛 𝑡ℎ𝑒 𝐺𝑜𝑣𝑒𝑟𝑛𝑜𝑟 𝑎𝑠𝑠𝑢𝑚𝑒𝑑 𝑡ℎ𝑒 𝑜𝑓𝑓𝑖𝑐𝑒, ℎ𝑒 𝑠𝑖𝑔𝑛𝑒𝑑 𝑎𝑛 𝐸𝑥𝑒𝑐𝑢𝑡𝑖𝑣𝑒 𝑂𝑟𝑑𝑒𝑟 𝑛𝑔𝑎 𝑔𝑖𝑛𝑎𝑡𝑎𝑤𝑎𝑔 𝑛𝑔𝑎 “𝑇𝑎𝑠𝑘 𝐹𝑜𝑟𝑐𝑒 𝐾𝑎ℎ𝑖𝑚𝑠𝑜𝑔”.
“When the Governor made his rounds, he personally saw the deficiencies in our provincial hospitals. That’s why immediately, when he assumed office, he signed an Executive Order creating what we call the ‘Task Force Kahimsog’,” said PA Ulgasan.

This task force, composed of department heads of the province, was formed to focus on the situation of the hospitals and formulate appropriate measures to make medical services in the province more efficient and effective.
According to Ulgasan, with the support of Congresswoman Maricar Zamora-Mabanglo and Congressman Jhong Ceniza, as well as assistance from the private sector, the Provincial Government was able to deliver the first batch of much-needed equipment to the four Provincial Hospitals in Montevista, Pantukan, Laak, and Maragusan.
PA Ulgasan added that just recently, hospital beds, foams, wall fans, and additional medicines were turned over to provide temporary relief for patient needs.

Aside from the health program, the Provincial Administrator emphasized that bringing social services closer to the people is one of the Governor’s primary directives.
Through the establishment of additional Maduolan Centers in strategic areas of the province, more residents from remote areas can be accommodated, including those in Panibasan, Maco, Centro Maco, Poblacion Mabini, and Poblacion Pantukan.
”𝐷𝑖𝑙𝑖 𝑙𝑎𝑛𝑔 𝑝𝑎𝑠𝑎𝑏𝑜𝑡 𝑛𝑔𝑎 𝑎𝑛𝑔 𝐾𝑎𝑝𝑖𝑡𝑜𝑙𝑦𝑜𝑛𝑔 𝑀𝑎𝑑𝑢𝑜𝑙𝑎𝑛, 𝑎𝑛𝑔 𝑡𝑎𝑜 𝑚𝑢𝑑𝑢𝑜𝑙 𝑠𝑎 𝐾𝑎𝑝𝑖𝑡𝑜𝑙, 𝑘𝑎𝑦 𝑎𝑛𝑔 𝑔𝑢𝑠𝑡𝑜 𝑛𝑖 𝐺𝑜𝑣 𝑎𝑛𝑔 𝑚𝑔𝑎 𝑠𝑒𝑟𝑏𝑖𝑠𝑦𝑜 𝑛𝑎 𝑚𝑖𝑠𝑚𝑜 𝑎𝑛𝑔 𝑖𝑝𝑎𝑑𝑢𝑜𝑙 𝑠𝑎 𝑘𝑎𝑡𝑎𝑤ℎ𝑎𝑛,”
“The ‘Kapitolyong Maduolan’ doesn’t just mean that people should go to the Capitol—it means that the Governor wants the services themselves to reach the people,” Ulgasan stated.

He also added that the Governor prefers swift action, especially when it comes to infrastructure development, being an engineer himself.
Since Gov. Mabanglo assumed office, numerous infrastructure projects have been initiated and completed as one of the first steps toward the desired development. (R. Hortizano)
