Oplan Liwanag

Oplan Liwanag is a community-based transformative intervention program that the Provincial Government of Davao de Oro has created for moderately affected Voluntary [Drug] Surrenderers for Reform (VSR). Since its pilot in 2016, Oplan Liwanag was able to produce a total of 4,898 rehabilitated program graduates with 4,242 of them now once again productive in their respective communities. In addition, 100 out of 127 drug-affected barangays in Davao de Oro have also been declared by PDEA as drug-cleared barangays.

Anchored on its two primary goals to rehabilitate and reform, Oplan Liwanag helps drug surrenderers through its 34-session curriculum that also features one-on-one counseling sessions, physical fitness activities, skills enhancement training, experiencing-God retreats, and first-aid classes.

The Oplan Liwanag Program is an embodiment of the provincial government’s ever-helping hand andthe steadfast heart under the leadership of Governor Jayvee Tyron Uy that not only provides drugvictims a second chance at life, but even empowers them to see hope in themselves.
