Oplan Pagbabago

Oplan Pagbabago is the provincial government’s peace and security intervention program for former-rebels and conflict-affected communities in Geographically Isolated and Disadvantaged Areas (GIDA) in Davao de Oro. Addressing poverty and the lack of efficient government services in GIDAs which is a primary cause of insurgency, Oplan Pagbabago aims to attain peace by providing cash assistance, livelihood opportunities, and skills enhancement training to former-rebels and the residents of conflict-affected communities.

Oplan Pagbabago was created in accordance with the whole-of-nation approach which strategically addresses underdevelopment in conflict-affected areas, using the provision of government services to achieve long-lasting and sustainable peace.

Since the launching of Oplan Pagbabago, a total of 862 former rebels have surrendered and returned to the folds of law, while 113 conflict-affected barangays in Davao de Oro have been declared insurgence-cleared communities.
