CAMPAIGN AGAINST INSURGENCY
Illegal drugs and its ill effects have become a world-wide problem that has affected the society. Its presence led to significant increase in drug-related cased which impedes the progress of its community. With the declaration of the President on his war against drugs, law enforcers took an extra mile to apprehend violators of Republic Act 1965 which led to the congestion of the detention facilities.
Republic Act 1965, otherwise known as the Dangerous Drug Act of 1972, as amended, defines and punishes violations involving illegal drugs. Unfortunately, Section 23 of the said law prohibits a person charged for violating any of its provisions to avail of the Plea-Bargaining privilege.
VISION. Davao de Oro’s Illegal Drug Offenders for Reform (IDOR) are rehabilitated, reformed and reintegrated in the community.
MISSION. The Province of Davao de Oro commits;
1. To provide IDOR continuing legal information on the following:
• Implication of their acts.
• Consequences of their non-compliance on the recommendation stated in the Drug Dependency Assessment Report.
2. To develop and strengthen the Spiritual Life of IDOR
3. To provide health awareness on:
• Ill effects of illegal drugs and substance use.
• Importance of health and wellness.
• Relapse Prevention.
4. To provide psychosocial interventions to IDOR’s towards values clarification and integration.
5. To provide relevant and appropriate interventions to restorfamily relationship.
6. To provide services for community integration of IDOR.
7. To provide continuous counselling services to IDOR.
PROVINCIAL ANTI-DRUG ABUSE COUNCIL (PADAC) OF DAVAO DE ORO
The campaign against the use of illegal drugs reached significant feats in 2019. The Provincial Anti-Drug Abuse Council of Davao de Oro (PADAC) achieved a perfect score and was adjudged as gold awardee by the Department of Interior and Local Government. The PADAC’s functionality rate reached one hundred percent and one of the only eleven provincial government units classified by the national government as ideal
When the 16th President of the Republic of the Philippines, President Rodrigo R. Duterte, took his oath of office last June 30, 2016, he immediately declared war against illegal drugs and tasked all the law enforcement agencies to end this menace once and for all.
Among the first to respond promptly to the President’s call for unity against illegal drugs was Governor Jayvee Tyron Uy. This was in character and consistent with his dictum “Aksyon Agad “. The response was swift and two-pronged: first was the outright empowerment of the Police Force of the Province and second, by putting together the Provincial AntiDrug Abuse Council (PADAC). Davao de Oro registered one of the highest voluntary Surrenderers in the country and this prompted Governor Uy to launch “Oplan Liwanag: Community-based Transformative Intervention Program for Voluntary Surrendered for Reform (VSR)”.
A six-month program where the VSR’s go through a moral and spiritual renewal that integrates physical and mental health consciousness, psychosocial awareness, family relationship enhancement, life skills empowerment, Volunteerism Principles, Patriotism, First Aid Training and Disaster Preparedness. This well-crafted curriculum was designed to meet Governor Jayvee Tyron Uy’s desire of “walang iwanan” especially those who had become vulnerable because of their addiction to illegal drugs, shall be left behind.
OPLAN BAGONG BUHAY
A six-month community-based program formulated to address the compliance needs of the convicts whose plea-bargaining proposal in accordance with A.M. No. 18-03-16-SC was granted by the Court. This program shall be implemented by the Provincial Anti-Drug Abuse Council (PADAC) with strong support from the National and Local Government Units and various stakeholders. The said program focuses on the reformation, rehabilitation and community reintegration interventions through structured activities and various relevant sessions geared towards and improved quality of life among IDOR.
PROVINCIAL PEACE AND ORDER COUNCIL (PPOC)
Davao de Oro’s Provincial Peace and Order Council also achieved significant strides. The Department of Interior and Local Government of Davao Region gave PPOC DdO 100 percent functionality rate out from the 2018 POC Performance Audit Report. A dynamic and fully functional PPOC is the key for better peace convergence efforts.
The Province of Davao de Oro continues to sustain peace and development among its constituents specifically in identified conflict affected areas. It is geared that peace could continuously be attained through the Executive Order or the Whole of Nation Approach to End Local Communist Armed Conflict (ELCAC). It stressed the importance of having an effective convergence between all nation and provincial government agencies to conflict-affected areas. The effects of continued efforts of various government agencies within the province can be felt by how different insurgent groups have laid down their arms and choose peace.
In localizing the EO 70, the whole of Province approach has started to implement such and develop a community intervention framework from Pre-Implementation or Social Preparation, Implementation Phase and Post Implementation Phase. In order to harmonized and continuously attaining peace among its constituents, an implementation planning workshop among Provincial core team members of the Basic Services, Livelihood and Poverty Alleviation, Infrastructure and Resource Management Cluster as well as the Retooled Community Support Program (RCSP) Core Team Members for the year 2020 shall be held.
END LOCAL COMMUNIST ARMED CONFLICT (ELCAC)
A mechanism that facilitates the reintegration of rebels into the mainstream, with a desire to put an end to insurgency by addressing the issues and concerns on conflict-affected areas in the province.
Through Executive Order No. 028 Series of 2018, Oplan Pagbabago is realize through two major components – the Community Interventions for Conflict Affected and Geographically Isolated and Disadvantaged Communities and the Center-Based Approach.
COMMUNITY SUPPORT PROGRAM is currently implemented in two barangays, namely Barangay Araibo in Pantukan and Barangay Rizal in Monkayo, the program assists beneficiary communities of effectively address their concerns and to make them self-sustaining and sufficient in the long run.
By 2020, working on the full implementation of Oplan Pagbabago in all priority areas in the province and looking forward for the establishment of the Kalayaan Center, a venue for rehabilitation and reintegration of former rebels into the mainstream society.
ENHANCED COMPREHENSIVE LOCAL INTEGRATION (ECLIP)
In pursuit of government’s efforts towards lasting peace, the President of the Philippines, Rodrigo R. Duterte issued Executive Order 70 or the Whole of Nation Approach. In response, the Provincial local Government Unit (PLGU) of Davao de Oro through the Provincial Social Welfare and Development Office in partnership with Department of Local Interior Government (DILG) allocates budget for the implementation of programs and services of the Provincial Comprehensive Local Integration Program for Former Rebels which is now being named to ENHANCED COMPREHENSIVE LOCAL INTEGRATION PROGRAM (ECLIP) thru a Joint Memorandum Circular from Department of Interior and Local Government and Department of National Defense.
The former rebels who decided to returned to the fold of the law will received assistance from different government agencies healing and reconciliation activities, life-skills training, educational, financial and livelihood assistance to name a few.
For 2018-2019, a record-breaking 432 former rebels received livelihood assistance thru ECLIP. The objective aims to implement holistic program for the welfare of the former rebels and their families in mainstreaming as productive and peaceful members of the community and conducting skills training, healing and reconciliation activities for the former rebels.
Education is a crucial and effective peace-building mechanism. Last 2019, the Provincial Government of Davao de Oro work hard to reach out the farthest areas in the province classified as Geographically Isolated and Disadvantaged Areas (GIDA). In a matter of 20 days, six schools were able to establish through convergence and voluntarism in the municipality of Compostela, New Bataan, and Pantukan. With the help of the private partners who funded these schools namely APEX Mining, Udenna Foundation, Hexat Mining, A-CUP Foundation Sumifru Inc, and Ulticon Builders. To all offices of the provincial government especially the employees who devoted time to build these schools and to individual volunteers.
The young people had been a reliable partner of peace-building efforts. The Youth for Peace Movement (YPM) in Davao de Oro awarded the Young Peacebuilders Award by the National Young Leaders for Sustainable Development.
