In a move to strengthen peace, order, and public safety across the province, the Provincial Government of Davao de Oro held a Joint Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) meeting on August 13, 2025, at the Capitol Building’s Activity Hall.
The meeting was presided over by Governor Raul Mabanglo, who also serves as Chairperson of both councils. In his opening message, Governor Mabanglo called for concrete action beyond discussions and reports.

“Let’s make this inaugural meeting more than just reports and discussions. Let this be the start of real action so that peace and order will not only remain on paper but become a reality felt by the people of the province,” he stated.

Key agenda items included the strengthening and reorganization of the PPOC, a review of the 2025–2028 Peace and Order and Public Safety Plan, updates on the current security status in the province, and the presentation of the Local Anti-Drug Plan of Action under PADAC. Provincial Administrator Ivan Kleb Ulgasan also presented the Strategic Peace Building Initiatives and Support Programs.


Governor Mabanglo emphasized the importance of shared responsibility in achieving lasting peace:
(“Dili kini trabaho sa usa lang ka sektor, dili lang ni trabaho sa police ug sundalo, trabaho nato ning tanan. Maging open ta sa usag-usa, let’s be collaborative and proactive.”)
“This is not the job of just one sector, not just the police or military. This is everyone’s responsibility. Let’s be open, collaborative, and proactive.”
The meeting also welcomed new council members from the Regional Trial Court Nabunturan, National Intelligence Coordinating Agency (NICA), PNP Highway Patrol Group, and the PNP-Provincial Internal Affairs Service, who expressed strong support for the administration’s initiatives.
The conclave was attended by various elected officials and heads of national government agencies.
